Icade has been named as laureate following a call for expressions of interest for the construction of a European Office Complex of approximately 40,000 m². Designed by Art & Build Architects and Oslo Architects, the scheme provides a landmark statement to complete the Wacken International Business District in Strasbourg.

In October 2018, French real estate company Icade was unanimously chosen as the winner of the competition held by the City of Strasbourg with the support of the Strasbourg Eurométropole, the Bas Rhin County Council and the Grand East Region. Calling for the creation of a 40,000 m² of office space for European institutions, the site fronts the international business district of Archipel Wacken. The Osmose development is set to become a major European business centre in a prime location directly opposite the European Parliament in Strasbourg.

The Icade team for the Omose project includes the Banque des Territoires (Caisse des Dépôts), architectural firms Art & Build (Paris, Brussels, Luxembourg) and Oslo Architects (Strasbourg), alongside contractors Demathieu Bard. Fifteen years after winning back-to-back competitions for the General Services Headquarters of the Council of Europe and the European Directorate for the Quality of Medicines, Art & Build is proud to top the podium once again in Strasbourg and at the heart of the European Institutions district.

Art & Build’s mastery of institutional workplace design has shone through once again, and with Oslo Architects providing the perfect design duo the result is an exercise in site integration, ecological engagement and improved workplace conditions. The two buildings that make up the complex are gently curved to wrap around a natural setting at the heart of the scheme. Facades of different shades further highlight the dichotomy between a formal exterior and a lush interior. The architects compare the Osmose project to a fruit with a resilient yet attractive skin containing a nourishing and appetizing heart - Osmosis’ seduction emerges from within.

A generous setback from the site boundary offers the European Parliament a large public square, making reference and paying reverence to the scale of institution’s international status and impact. A mirror pool crossed by a footbridge further underlines fine balance between solemnity and sensation in the design narrative.

Powerful and timeless, Osmose resonates and echoes Strasbourg’s role at the heart of Europe.
